Summary of the House Committee Version of the Bill

SB 516 -- REIMBURSEMENT FOR EMERGENCY SERVICES

SPONSOR:  Griesheimer (Richard)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Job Creation and Economic Development by a vote of 14 to 0.

Currently, any district providing emergency services is entitled
to reimbursement from the Special Allocation Fund in an amount
equal to at least 50% but not more than 100% of the district's
tax increment.  This bill removes this provision.

FISCAL NOTE:  No impact on state funds in FY 2006, FY 2007, and
FY 2008.

PROPONENTS:  Supporters say that there are conflicts in the
current statutes and the bill clarifies whether fire districts
can be reimbursed from the tax increment financing district's
fund.  The bill will help fire districts obtain bonding, which
they sometimes now have trouble doing because of the conflicting
statutes.

Testifying for the bill were Senator Griesheimer; and Missouri
Chamber of Commerce and Industry.

OPPONENTS:  There was no opposition voiced to the committee.
